This patch improves the hold parsing and ignores connection address of 0 implying hold when ice is present and disables the auto interpretation by the lower level stack of 0.0.0.0 to automatically imply sendonly to allow FS to decide on its own

FS-6954 #resolve #comment technically the new way is more correct but there is no hope for making fax endpoints follow a real spec.  This should take care of it.
